Rome Man Charged With Kidnapping
A Rome man is in the Floyd County Jail Friday morning after he allegedly kidnapped a woman. According to police reports, Kelvin Dennis Payne of an Avenue A address beat her and chocked the victim with the intent to commit murder.
Reports indicate that Payne kidnapped the woman and took her to another location where the assault took place.
Payne was taken to the Floyd County Jail where he is charged with Terroristic threats and acts, violating a child support contempt order, Aggravated assault, obstruction or hindering law enforcement officer, interference with a 911 call and Kidnapping.
